The statute of the "Beikun Youth Scientist Award"


Chapter 1 General Provisions 

Article 1 In order to encourage original innovation, cultivate young scientific and technological workers, create a multi-dimensional empowering ecosystem for scientific and technological innovation, and assist in the leapfrog development of scientific and technological innovation, the "Beikun Young Scientist Award" is specially established.

Article 2 The "Beikun Young Scientist Award" is jointly established by Befar Group, Shandong University, and the World Federation of Young Scientists.

Article 3 The application, evaluation, and awarding of awards shall follow the principles of openness, fairness, and impartiality, and shall prevent any organization or individual from exceeding this constitution and exerting influence on the evaluation.

Article 4 This award is a public welfare project and does not charge any fees.


Chapter 2 Award Setting

Beikun Young Scientist Award

Article 6 Reward Object

Young technology workers who work full-time in mainland China, Hong Kong, and Macau, with Chinese nationality, generally do not exceed the age of 45, and women can be relaxed to the age of 48.

Article 7 Reward Fields

The awards are oriented towards the future, value potential, and promote the high-end, intelligent, and green development of the manufacturing industry. They involve technological innovation in high-end chemical engineering, new materials, new energy, biomedicine, high-end equipment manufacturing, artificial intelligence, and other fields. The focus is on funding related disciplines and interdisciplinary fields such as chemistry, chemical engineering and technology, materials science and engineering, energy power, biotechnology, biology and medicine, mechanical engineering, electronic science and technology, and artificial intelligence.

Article 8 Reward Period

The award will be selected once a year.

Article 9 Number and Amount of Rewards

(1) Beikun Young Scientist Award: no more than 5 people per year, with a prize of 2 million yuan per person.

(2) Beikun Young Scientist Potential Award: up to 10 people per year, with a prize of 200000 yuan per person.


Chapter 3 Management Structure and Responsibilities

Article 10  In order to ensure the objectivity and impartiality of the selection of the "Beikun Young Scientist Award", a management committee, a review committee, a supervision committee, and a secretariat shall be established.

Article 11  Management Committee The management organization is composed of initiators, partners, and well-known experts in the industry, responsible for leading and managing the award work, approving the award charter, making major decisions related to the award, appointing the chairman of the evaluation committee and supervision committee, determining the evaluation rules and procedures, and approving the list of winners.

Article 12 Evaluation Committee  The evaluation institution is composed of well-known academicians and experts in relevant fields, responsible for formulating evaluation criteria, carrying out evaluation work, selecting award-winning candidates, and submitting them to the management committee for approval.

Article 13 Supervisory Committee  The supervisory body is composed of authoritative experts in the fields of law, auditing, finance, public welfare, etc. It provides professional opinions to the judges, supervises the entire process of award selection and objection handling, and ensures the credibility of the awards.

Article 14 Secretariat  The daily management and executive body is responsible for organizing and coordinating various committees, drafting and revising articles of association, organizing daily operational work such as award application and evaluation, establishing and maintaining an expert database, organizing and promoting evaluation work, and implementing award release, awarding, and broadcasting.


Chapter 4 Application and Evaluation

Article 15 Declaration Mechanism

It is generated through two channels: expert nomination and free application, both of which require logging into the system to fill in according to the notification requirements of the current year.

Article 16 Expert Nomination

The management committee determines the list of nominated experts, and each expert can only nominate one candidate per year.

Article 17 Free Declaration

Log in to the system within the application deadline to make the application.

Article 18 Evaluation Criteria

The evaluation experts make a comprehensive judgment based on the candidate's research achievements, future research plans, and other aspects.

Article 19 Evaluation Process

The review process includes initial and final reviews. The initial review is conducted by experts in similar fields through online evaluation, while the final review is determined by candidate defense and voting by the evaluation committee.


Chapter 5 Objection Handling

Article 20  The Beikun Young Scientist Award is subject to social and individual supervision, and the evaluation results are publicly disclosed to the whole society. Any organization or individual who has objections to the award results shall raise them within 5 working days from the date of public announcement of the evaluation results. Those who exceed the deadline or have no justifiable reasons will not be accepted.

Article 21  Organizations or individuals who raise objections shall provide written objection materials and necessary supporting documents. Organizations that raise objections should affix their official seal; Individuals who raise objections should sign their real names.

Article 22  If an objection is raised against the technical content or information provided by the intended awardee, it shall be considered a substantive objection, and the objection shall be handled by the supervisory committee. If necessary, experts can be organized to investigate and verify, and report to the supervisory committee for ruling.


Chapter 6 Award Presentation

Article 23 Publicity

After the evaluation is completed, the names, units, and fields of the proposed winners will be publicly announced for a period of 7 working days.

Article 24 Award Presentation

Hold an award ceremony to present trophies and certificates to the winners.


Chapter 7 Supplementary  Provisions

Article 25 Responsibilities of Winners

(1) Attend necessary activities related to the "Beikun Young Scientist Award";

(2) During the funding period, submit a research progress report to the management committee as required.

Article 26 Disclosure and Avoidance

The reviewing experts must proactively disclose their interests and relationships with the reviewing objects, including but not limited to teachers, students, relatives, the same research team, business cooperation, competition, etc., and should actively avoid them during the review process.

Article 27 Confidentiality

All personnel involved in the award work are obligated to keep confidential any information related to the award.

Article 28  Technology Ethics and Application Restrictions

The application materials shall not contain any content that violates laws and regulations, endangers national security, harms public interests, endangers human health, violates ethics and morality, or contains confidential or sensitive information.

Those who engage in scientific misconduct or are prohibited from participating in national science and technology award activities according to relevant national regulations will not be accepted.

Article 29  During the funding period, if the awardee violates the provisions of this constitution and the "Commitment Letter of the Applicant", the management committee shall decide to stop the funding.

Article 30  For acts of fraud and deception in obtaining rewards, after verification by the supervisory committee and approval by the management committee, the rewards shall be revoked, the bonuses shall be recovered, and the relevant responsible persons shall be held accountable in accordance with the law.

Article 31 The interpretation power of this Articles of Association belongs to the Management Committee of the Beikun Young Scientist Award.

This constitution shall come into effect on June 27, 2025.
