The statute of the "Beikun Youth Scientist Award"
Chapter 1 General Provisions
Article 1
In order to encourage original innovation, cultivate young scientific and technological workers, create a multi-dimensional empowerment ecosystem for scientific and technological innovation, and help the leapfrog development of scientific and technological innovation, the "Beikun Youth Scientist Award" was specially established.
Article 2
"Beikun Youth Scientist Award" was established by Binhua Group Co., Ltd..
Article 3
The application, evaluation and awarding of awards shall follow the principles of openness, fairness and justice, and shall prevent any organization or individual from exerting influence on the evaluation beyond this charter.
Article 4
This award is a public welfare project and no fees are charged.
Chapter 2 Award Settings
Article 5 Award Name
Beikun Young Scientist Award
Article 6 Reward Object
Young technology workers who work full-time in mainland China, Hong Kong, and Macau, with Chinese nationality, generally do not exceed the age of 45, and women can be relaxed to the age of 48.
Article 7 Reward Fields
The awards are oriented towards the future, value potential, and promote the high-end, intelligent, and green development of the manufacturing industry. They involve scientific and technological innovation in high-end chemical engineering, new materials, new energy, biomedicine, high-end equipment manufacturing, artificial intelligence, and other fields. The focus is on supporting disciplines such as chemistry, chemical engineering and technology, materials science and engineering, energy power, biotechnology, biology and medicine, mechanical engineering, electronic science and technology, artificial intelligence, and related interdisciplinary fields.
Article 8 Reward Period
The award will be selected once a year.
Article 9 Number and Amount of Rewards
The total annual reward is 10 million yuan, with no more than 5 people per year.
Chapter 3 Management Structure and Responsibilities
Article 10
In order to ensure the objectivity and fairness of the "Beikun Youth Scientist Award" selection, a management committee, an evaluation committee, a supervision committee and a secretariat are established.
Article 11 The management body of the management committee
is composed of sponsors, partners and well-known experts in the industry. It is responsible for the leadership and management of the reward work, review the award charter, make major decisions related to the award, appoint members of the evaluation committee and supervision committee, determine the evaluation rules and evaluation process, and approve the award list.
Article 12 The evaluation agency of the evaluation committee
is composed of well-known academicians and experts in relevant fields. It is responsible for formulating selection standards, implementing evaluation work, selecting award-winning candidates and submitting them to the management committee for approval.
Article 13 The supervision agency of the Supervision Committee
is composed of industry authoritative experts in the fields of law, audit, finance, public welfare, etc., to put forward professional opinions on the review, supervise the entire process of the award selection and objection handling, and ensure the credibility of the award.
Article 14 The daily management and execution agency of the Secretariat
is responsible for organizing and coordinating various committees, drafting and revising the charter, organizing daily operation work such as award declaration and review, and implementing award release, award presentation and dissemination.
Chapter 4 Application and Review
Article 15 The application mechanism
is generated through two channels: expert nomination and free declaration. Both must be logged into the system to fill in the report according to the notice requirements of the year.
Article 16 Expert nomination
shall be determined by the Management Committee, and each expert may nominate only one candidate per year.
Article 17 Free declaration
shall be logged into the system to declare within the declaration period.
Article 18 The evaluation standard
review experts make comprehensive judgments based on the candidates’ scientific research results, future scientific research plans, etc.
Article 19 The review process
The review process includes preliminary and final review. The initial review is conducted by experts in similar fields through online review, and the final review is produced by candidate defense and voting by the review committee.
Chapter 5 Objection Handling
Article 20
The Beikun Youth Scientist Award accepts social and personal supervision, and the review results will be announced to the whole society. Any organization or individual who has objections to the award results shall submit it within 5 working days from the date of public announcement of the review results. If the deadline is exceeded or there is no legitimate reason, it will not be accepted.
Article 21
Organizations or individuals that raise objections shall provide necessary supporting documents. If an organization raises an objection, the organization's official seal should be stamped; if an individual raises an objection, the real name should be signed.
Article 22
If an objection is raised to the technical content or situation provided by the intended winner, it is a substantial objection and the objection shall be handled by the Supervisory Committee. If necessary, experts can be organized to conduct investigation and verification and submitted to the Supervision Committee for ruling.
Chapter 6 Awards
Article 23
After the public announcement review is completed, the name, unit and field of the proposed winner shall be announced, and the public announcement period shall be 5 working days.
Article 24 The award
ceremony shall be held to award trophys and certificates to the winners.
Chapter 7 Attachment
Article 25 The responsibility of the winner
(1) Attend the necessary "Beikun Youth Scientist Award" related activities;
(2) During the period of funding, submit a scientific research progress report to the Management Committee as required.
Article 26 Disclosure and Avoidance
Review Experts must actively disclose the interests of the review object as soon as possible, including but not limited to teachers and students, relatives, the same research team, business cooperation, competition, etc., and should actively avoid them during the review process.
Article 27
All personnel participating in the award work confidentially have the obligation to keep the situation involved in the award.
Article 28: Science and Technology Ethics and
Application Restrictions. No content that violates laws and regulations, endangers national security, harms social public interests, endangers human health, violates ethics or contains confidential information or sensitive information.
Anyone who commits scientific research misconduct or is prohibited from participating in national science and technology reward activities in accordance with relevant national regulations will not be accepted.
Article 29
During the period of funding, if the winner violates the provisions of this charter and the "Applicant's Commitment", the Management Committee shall decide to stop the funding.
Article 30
For fraud or defrauding rewards, the reward shall be revoked after verification by the Supervision Committee and approval by the Management Committee, the bonus shall be recovered, and the relevant responsible persons shall be held accountable in accordance with the law.
Article 31
The right to interpret this charter belongs to the Beikun Youth Scientist Award Management Committee.
Article 32
This Articles of Association shall take effect from the date of its publication.
